Business/Systems Analyst - WFP

Purpose: 
In 2010, WFP began designing and evaluating new transfer modalities and technologies to deliver food assistance in Kenya. By 2013, WFP had developed in-house 2 business critical systems to deliver large scale food assistance programmes, and 1 customized open source system supporting an important accountability initiative. WFP plans to increase the use of innovative approaches in the coming years, and requires in-house capacity to ensure that: 
Existing business critical systems are supported, and updated as needed. 
The potential of new technology to improve the efficiency and effectiveness of WFP’s food assistance programmes is continuously explored. 
Data capture exercises related to WFP’s food assistance transfer modalities are rigorous, effective and efficient. 
Systems and business processes are: 
 well-adapted to WFP’s evolving programmes, 
 well-documented and supported, 
 well-designed to support future scaling of successful pilots, 
 integrated with country office management and corporate reporting requirements, 
 and contribute to the evolving national social protection framework including the single-registry project, 
 Knowledge accumulated through programme innovations is well-managed and contributes continuously to organizational learning. 
Major Duties and Responsibilities: 
1. Oversee user support and all aspects of problem management to ensure timely delivery of services to the user community; 
2. Ensure alignment of strategies and projects with business strategies and requirements; 
3. Analyse major technical issues of projects and formulate recommendations for approval. Ensure that solutions are feasible and consistent with the project objectives. 
4. Develop and maintain effective relationships with WFP business owners and users; 
5. Model data and information flows; Document key decisions; Communicate project requirements and results obtained; 
6. Analyse and re-design business processes or applications; 
7. Assess and/or conduct cost-benefit analyses of project proposals; 
8. Provide policy advice and technical solutions on areas of specialization matters in a changing business environment and implications of various solutions on business processes or applications; 
9. Develop standards, procedures and practices to facilitate stable and effective systems environment; 
10. Develop and draft plans, strategies, and procedures for the design, implementation, maintenance, and upgrade of systems; 
11. Analyze and translate user requirements into new applications bearing in mind systems integration and linkage issues, and recommend functionality enhancements for existing systems; 
12. Dentify and facilitate definition of information systems and applications requirements including feasibility studies and translate these into realistic use of tools and data; 
13. Develop systems security procedures to ensure appropriate data security and access controls considering both local and wide area issues; 
14. Define corporate training policies and programmes including preparation of training modules and materials, technical and user manuals; 
15. Provide professional leadership, work direction and support to staff directly supervised including conducting their performance appraisals, and 
16. Perform other duties as required. 
Qualifications, Experience and Critical Success Factors: 
 Education: Post-graduate qualification in a related discipline (such as Applied Statistics, Social Statistics, Business Administration, 
Management Information Systems, Knowledge and Information Management, etc) is a minimum requirement. 
 Experience: At least 5 years of progressively responsible post-graduate professional experience in a related field, including 
experience with project management, CRM and other enterprise system software. Strong experience in project management, procurement and contract management, and business process modeling. Demonstrated experience leading high performance software development teams. 
 Critical success factors: Good analytical skills, critical reasoning and problem solving skills; resourcefulness, initiative, maturity of judgement, tact, negotiating skills; ability to communicate clearly both orally and in writing; ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds. Flexibility in accepting work assignments outside normal desk description. Excellent follow-up and sensitivity to deadlines; detail-oriented and well organized. Demonstrated ability to develop and maintain effective work relationships with WFP business owners, users and other partners. Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision. Knowledge of WFP’s programmes and systems is a strong asset.
