Supervisory ACS Assistant - US Embassy

The Consular Section has an opening for the position of Supervisory ACS Assistant. The position will be available immediately. Closing date for this position is April 8, 2015.

Minimum Requirements
Qualifications Required:
  • Bachelor’s degree in Natural Science, Formal Science or Applied Science, Law, Business, International Relations or Liberal Arts is required.
  • Minimum of four years of experience in an office environment, supervising staff, managing workload, handling administrative duties, and providing customer service is required.
  • Level IV (Fluent) English and Level IV (Fluent) in one other regional language is required.

  • Must have strong interpersonal skills and ability to be tactful and sensitive in dealing with American Citizens. 
  • Must have strong supervisory skills; strong writing skills.
  • Must have strong computer skills.
Job Specification
Basic Function

The primary functions of this position are to provide passport, citizenship, and special services to American citizens traveling or resident in Kenya or Somalia, to serve as the supervisor of Locally Employed Staff assigned to the ACS unit; and to manage both the daily workflow of individual citizen services, and the continuing obligations of the unit.

Major Duties and Responsibilities 
45%Processes applications for new and renewal passports, emergency passports, visa pages, and notarials.  Prepares these applications for adjudication by a professional adjudicating specialist or consular officer. Processes diplomatic and official passports for Mission employees and their family members.  Prepares Consular Report of Birth Abroad and Consular Report of Death Abroad cases for officer adjudication.  Handles all inquiries related to birth and citizenship.  Kenyan immigration requirements, and marriage under Kenyan law.  Maintains appropriate records and files.  Answers correspondence and personal inquiries concerning citizen services. Conducts and records welfare and whereabouts visits to Americans detained, or imprisoned. 

25% of time: Manages ACS workload and supervises four local hire employees. Assigns tasks and monitors and evaluates performance. Reviews LES time management, monitors and evaluates LES customer service, and helps LES staff to resolve difficult individual cases. Keeps abreast of and trains staff on new ACS regulations and procedures. Ensures staff compliance and discusses any deviation from FAM or other guidance with Unit Chief. Keeps Unit Chief apprised of unusual cases, fraud trends, and new developments in Kenya and Somalia that might affect American citizens. Maintains consular management controls. Prepares annual consular Package statistics related to ACS.

10% of time: Prepares rough first drafts of annual updates of F-77, Country Specific Information, and Travel Warnings in a timely manner. Keeps Doctors’ and Lawyers’ lists, Disposition of Remains reports, and other required reporting up-to-date. Compiles reports on passport issuance and Consular Report of Birth Abroad issuance at Post, keeps current with all reporting requirements to the Department per regulations. Maintains an annual ACS planning calendar with all quarterly, annual, and semi-annual deadlines listed.

10% of time: Builds and maintains contacts with organizations that involve Americans or who may be useful in citizen service cases (such as mortuaries, Kenyan Immigration, and the American Chamber of Commerce. Physically visits these sites on ACS business (such as hospital patient visits) in order to maintain relationships. Supports town hall meetings and outreach events. ·         

10% of time: Manages federal benefits cases, including public inquiries and follows up with the London office.
