Finance Manager - ACDI/VOCA

Finance Manager, Kenya
• Carry out the financial management of ACDI/VOCA and ASI project funds and ensure compliance with policies and procedures in accordance with ACDI/VOCA, ASI and donor requirements.
• Make sure there are proper accounting/fiscal controls and procedures for all accounting areas per ACDI/VOCA, ASI and donor requirements.
• Ensure that regular budget reconciliations and tracking between the field and HQ is carried out for all program funding sources.
• Manage program procurements/purchases, including document review and approval and ensuring support documentation requirements are met; ensure procurements/purchases are within budget.
• Carry out regular financial tracking of the program expenditures against the budget and sub-recipient funds each month, including conducting a pipeline analysis.
• Review accounting vouchers (payment and journal) ensuring all supportive documentation requirements are met and signed. Review monthly financial reports (OSCARs). Specifically, review expenses/financial transactions according to code classification and bank reconciliations of the program bank account. Review bank statements and ensure the account balances are accurate and reconcile with ending report balances.
• Maintain proper internal controls over the receipt, disbursement, and management of all financial resources.
• Monitor compliance with approved budgets and donor regulations and prepare financial analyses needed by the Program Manager and program staff to effectively manage operating and project funds.
• Prepare and submit the monthly financial report, supporting documentation, field cash reconciliation and cash projections for the next month to the Program Manager for approval.
• Coordinate with the Program Manager and U.S. based accounting division and program staff to ensure that the Field Office’s financial and administrative matters are executed efficiently.

Qualifications 
• University degree in Economics, Business Studies, Accounting, Agriculture Economics or any other related field;
• Experience in a computerized environment and a good working knowledge of an accounting package – including QuickBooks, and MS Office packages.
• Good communication and interpersonal skills.
• Strong accounting knowledge. USDA/USAID experience expected (22 CFR Part 226; OMB Circular A-122; A-133; Subgrant Management);
• At least 5 years working experience in financial management. Agricultural experience, including direct experience with community and agricultural training programs preferred;
