DAI is currently recruiting for Financial and Administrative Manager candidates for Kenya Integrated Water, Sanitation and Hygiene Project (KIWASH). This 5-year, $50 million program is focused on improving lives and health through development and management of sustainable water, sanitation, and hygiene services in Kenya. The Financial and Administrative Manager will carry out the financial management of KIWASH project funds ensuring strict compliance with USAID rules and regulations, the terms of the contract, Kenyan law, and the offerors’ policies and procedures (in particular the Field Financial Manual, the Grants and Contracts Manual, the Procurement Policy, and the Anti-Bribery & Corruption Policy). The incumbent will maintain proper internal controls over the receipt, disbursement, and administration of all financial resources and administer program procurements/purchases, including document review and approval, and ensure support documentation requirements are met and procurements/purchases are within budget. He/She will oversee the subcontracting of the GUCs, and ensure adequate financial and management capacity of the organizations receiving awards.
The incumbent will contribute to the development and enforcement of detailed procedures for the GUCs, in collaboration with the COP. He/She will develop, in coordination with other key staff, an appropriate capacity assessment and capacity building training program to address gaps and strengthen KIWASH’s local partners, in order to ensure that local partners have adequate capacity for both technical implementation and financial and operational structures to manage USAID funds. In the first quarter of project implementation, the incumbent will conduct capacity assessments of all potential local partners using USAID’s Local Organization Pre-award Survey and tailored industry standard tools such as the Organizational Capacity Assessment Tool. He/She will monitor compliance with approved budgets and draft financial analyses for review and use by the COP and the Contractor’s headquarters to effectively manage operating and project funds. The incumbent will ensure that regular budget reconciliations and tracking are maintained in the field for all program funding sources. He/She will oversee preparation and submission of the monthly financial reports, supporting documentation, field cash reconciliation and cash projections for approvals. The incumbent will provide oversight and guidance to the preparation of statutory monthly and annual tax return reports for local tax authorities.
Requirements
- A minimum of 10 years of financial and sub-contract management with development agencies or their funded programs, including a track record in effective financial, grants and sub-contract management to achieve project objectives.
- Strong understanding of USAID grants and contracts policies and regulations.
- Strong communication skills, bother interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
- University degree in public financing, business administration, or similar fields, preferably at Master’s level.
- Working experience in Kenya with strong networks among Kenyan NGOs and private sector entities preferred.
- Strong English writing and speaking skills.
