Minimum Requirements
Qualifications Required:
- Master’s degree in Health Sciences is required.
- At least five (5) years of work in clinical or public health laboratory settings is required to include: experience in epidemiology and laboratory training; experience in developing training curriculum; experience in managing operations in a clinical or public health laboratory; experience in an international setting
- Level IV (fluent) English ability and Level III (fluent) Kiswahili are required.
Other Criteria
- Must have knowledge in applied and field epidemiology and laboratory sciences theory and technology with an in-depth knowledge of laboratory quality management systems, regulations and standards that impact laboratory practice, and other fields.
- Must have knowledge and expertise in applied public health surveillance and networks.
- Must be able to write clear, concise documents, reports, technical papers, and contracts.
- Must have computer proficiency in MS Word, Excel and Internet.
Job Specification
BASIC FUNCTIONS OF THE POSITION
Division of Global Health Protection within the Center for Global Health (CGH), at the US Centers for Disease Control and Prevention (CDC) is supporting the Kenya Ministry of Health to implement its Field Epidemiology and Laboratory Training Program (FELTP) in Kenya. This year the Kenya FELTP will adopt a fully tiered approach to training field epidemiologists in efforts to better support the devolved government. This tiered approach training will aim to build capacity for field epidemiology by 150 ministry officers per year in the basic course, 50 in the intermediate course, and 20 in the advance level course.
MAJOR DUTIES AND RESPONSIBILITIES
- Provide expert assistance to MOH and advice to facilitate the implementation of the Kenya FELTP and improve laboratory systems at NPHLS.
- Serve as deputy for the FELTP for technical and administrative aspects in the absence of the Resident Advisor
- Serve as focal point for CDC in conceptualizing and implementing an intermediate level training in field epidemiology with the Ministry of Health
- Provide expert advice in the laboratory component of the basic, intermediate, and advance level courses of the Kenya Field Epidemiology and Laboratory Training Program
- Support developing of a curriculum for the intermediate level epidemiology course
- Prepare field sites for FELTP intermediate level residents, including training and follow-up with field site supervisors
- Have primary responsibility for providing assistance to MOPHS regarding project activities and training programs to continue the institutionalization process within the Ministry.
- Coordinate with CDC’s Divisions of Global Health Protection and (DLSP) and the Division of Global HIV/AIDS in Kenya to strengthen laboratory capacity and systems in Kenya
- Provide consultation to assist MOS with planning and implementation for laboratory system strengthening activities, in supporting field epidemiologic investigations and surveillance
- Serve as a supervisor for applied field projects of participants in the Kenya FELTP intermediate course
- Serve as the technical laboratory advisor in all aspects of project implementation, including laboratory support for communicable and non-communicable disease surveillance; a training program for laboratorians; and short courses for mid career development of laboratorians throughout the public health laboratory network.
- Prepare technical and periodic reports on projects and training efforts under the FELTP and materials for marketing of the program both within the country and internationally.
- Work with MOH counterparts to develop guidelines for trainee selection for the intermediate epidemiology course at the national and county levels
- Work with MOH counterparts to develop field site guidelines and monitor trainee placements
- Provide supervision, mentoring, and support to trainees as they complete field investigations and other related projects and coursework
- Participate in the development of supervisory skills of the on-site field supervisors and facilitate interactions between trainees and field supervisors as necessary
- Work with trainees, field supervisors, MOH and local health staff to strengthen disease surveillance, response and control programs at all levels
