Data Analyst - PLAN International Kenya

The position holder will support quality and effective program design byensuring that project implementation incorporates key monitoring information and learning. The position holder will drive learning, innovation and program accountability and will work together with the AGI-K Project Manager to ensure quality and timely reporting in line with the grant document. The focus of the role will be on data collection, analysis, documentation of the most significant stories of change that could be used to shape adolescent girls programming and cross learning within Plan. As such, the incumbent will be expected to familiarise him/herself with the research protocols to be able to guide project compliance requirements around application of pre-determined processes, quantifiable and qualitative outputs, timeliness requirements on deliverables alongside other data administrate and management functions as determined by the Population Council led consortium.

Dimensions of Role:
The Data Quality Officer will report to the AGI-K, Project Manager. The position holder will have responsibilities for understanding the demographics of the project data, program quality and M&E, capacity building, and learning and sharing AGI-K project outcomes and key learnings.

Typical Responsibilities - Key End Results of Position:
Key Result Areas:
  • Program Quality and data management.
  • Provide guidance and support in the development of AGI-K monitoring tools and M&E framework, including capturing beneficiary feedback.
  • Establish standard query and reports and ensure all necessary data is captured and utilized accordingly.
  • Establish authorities with respect to capturing and updating the data.
  • Establish procedures for handling the data and complying with ethical requirements stipulated in Plan’s research and evaluation standards.
  • Ensure data is collected timeously.
  • Ensure backup and recovery of data.
  • Analyse quantitative and qualitative data and reflect on the project’s process.
  • Participate in performing continuous project evaluations/assessments.
  • Ensure quality and reliability of data collected by the project through data quality controls and spot-checks to project sites.
  • Facilitate dissemination of data to stakeholders.
  • Document lessons learnt and best practices from the project.

Capacity Building on M&E:
  • Assess the capacity of AGI-K project implementation structures and build their capacity as necessary
  • Build the capacity of Plan AGI-K project staff on data quality and reporting.
  • Contribute to the consortium- wide design of monitoring training modules for internal (within consortia) rollout with staff and externally with other stakeholders to enhance participatory monitoring approaches.
  • Conduct tests on newly developed tools with staff, relevant communities and stakeholders to ensure good level of assimilation and correct application.

Key Working Relationships:
  • Internally: The position will work closely with the AGI-K Project Manager, other Project staff, the Plan Kenya and M&E Manager for technical support
  • Externally: The position is expected to coordinate with the consortium members especially the research team (Population Council and African Population and Health Research Centre (APHRC), project partners, local government officials and structures as appropriate, and community level groups. 

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s
Objectives:
  • Educational Qualification & Experience
  • A Bachelor’s Degree in information sciences, Economics, Community Development or any other related field from a recognized university.
  • At least 3 years practical work experience in database management systems
  • Working knowledge of word processing spreadsheets, data entry and analysissoftw are (SPSS, STATA, Epi-Info)
  • Sound experience in participatory research methodologies, both quantitative and qualitative
  • Commitment to international development and children’s rights
  • Knowledge of the urban informal setting

Physical Environment and Demands: The job holder requires 60% field work in Kibera and 40% office based environment.
Level of Contact with Children:
High contact: Occasional interaction with children
The position will be based in the Country Office with frequent interaction with children (adolescent girls).
