Information Specialist - US EMBASSY


Introduction
The Public Affairs Section (PAS) of the Somalia Unit has an opening for the position of Information Specialist. The position will be available immediately.

Minimum Requirements

  • Bachelor’s degree in journalism, communications, marketing, liberal arts, political science or economics is required.
  • At least five years of progressively responsible experience in communications, media, or policy analyst environment is required.  
  • Level IV English and Level IV Somali ability is required. 
  • Must have excellent general knowledge of the host country institutions, history, and key figures, particularly in the mass media.
  • Must be able to develop and maintain effective working level contacts among senior and mid-level government officials, media owners/publishers, editors, broadcast managers, news directors, and working journalists.  
  • Ability to offer oral translation from Somali to English.
  • Must be computer literate, with experience in Microsoft Office applications, face book and twitter.

Job Specification
 The incumbent serves as the lead Locally Employed Staff advisor to the Public Affairs Officer (PAO), the Special Representative for Somalia, the Deputy Special Representative and other agency and section heads on issues concerning Somali media. Monitors local and significant Diaspora Somali media, flagging and providing English language summaries for stories of interest. Prepares media reaction reporting as needed and a weekly media report for the Somalia Unit on local news items of significance. Places Washington and PAS materials in local media. Works with Somalia media to ensure accurate, positive, and frequent coverage of Somalia events, initiatives, and USG foreign policy priorities.  Cultivates, develops, and maintains senior-level contacts at the TFG Ministry of Information as well as the Ministries of Information of regional administrations and with government and private media entities, and professional associations. Assists the PAO in organizing and coordinating media workshops, lectures, and conferences to promote Mission goals and build local media’s professional capacities. Assists in planning and implementing major information program events Acts as press site officer for VIP and embassy personnel visits. Serves as the Somalia Unit’s Virtual Presence Post webmaster and, in coordination with the PAO, develops and implements a strategy for social media engagement. Submits Mission Activity Tracker (MAT) entries for all information programs and assists with the media portions of MAT entries as needed. Translates/transcribes from English to Somali, Somali to English as needed.  

 MAJOR DUTIES AND RESPONSIBILITIES 

  • Assists the PAO in devising and implementing media strategy to best publicize mission activities, USG-funded programs and U.S. policies.  
  • Initiates and maintains senior and working-level contacts with government officials; media owners, publishers, and editors; leadership of media organizations and associations; local journalists; television and radio professionals; and civil servants working in the world of communication.  
  • Represents embassy interests to those officials and responds to their requests for information and assistance, including organizing of conferences, training workshops and U.S. speaker programs.  
  • Attends representational events with media contacts.  
  • Recommends appropriate program, publication and material support for journalists. 
  • Identifies and recommends government officials and media candidates for press-related International Visitor grants and other post programs.  
  • Identifies key contacts for Mission outreach activities and official functions. 
  • Creates, maintains, and updates institutional analysis of all media related organizations in Somalia and for significant Somali Diaspora media.  
  • Maintains updated contact information on journalists. 
  • Represents Embassy at functions and meetings, as appropriate.  30% 
  • Monitors and reports on daily newspaper, radio, and television coverage of local events of concern to the Somalia Unit.  
  • Advises Special Representative for Somalia, the Deputy Special Representative and PAO of sensitive information received from media contacts.  
  • Monitors local and significant Diaspora Somali media, flagging and providing English language summaries for stories of interest. 
  • Prepares media reaction reporting as needed and a weekly media report for the Somalia Unit on local news items of MSRP significance. 
  • Advises front office and PAO on strategies to enhance press freedom. 
  • Assists Political Section with interpretation of issues of political significance, as reported in local media or through local contacts.  
  • Provides annual input on press freedom issues for inclusion in Human Rights Reports. 30% 
  • Serves as the Somalia Unit’s Virtual Presence Post webmaster and, in coordination with the PAO, develops and implements a strategy for social media engagement.  20% 
  • Works to place Mission-sponsored original programming, including important policy programs, with local television and radio.  
  • Works closely with local BBG radio affiliates and maintains working contact with BBG stringers.  10% 
  • Submits Mission Activity Tracker (MAT) entries for all information programs and assists with the media portions of MAT entries as needed. 5%. 
  • Serves as back up to Cultural Affairs Specialist as needed for reporting activities 5%

Computer Management Assistant - CDC


Description
The Centers for Disease Control and Prevention (CDC) has an opening for the position of Computer Management Assistant. Incumbent of this position will work in “When Actually Employed” (WAE) status on an as-needed basis. This position will be available immediately. 

Minimum Requirements

  • Bachelor’s degree in Information Technology, Computer Science/Information System, Mathematics/ Physical sciences is required.
  • One year work experience in providing front end IT support and working on ICT projects is required.
  • Level IV (fluent) English ability is required.
  • Must have good knowledge of Microsoft office suite in Word, Excel, PowerPoint, MS Visio, and MS Project.

Job Specification
Under the supervision of the Computer Management Specialist (ICT Manager), ICT Projects Assistant will assist the ICT Manager in coordination and execution of designated IT project tasks as will be assigned from time to time on a part time basis. The incumbent also provides ICT technical support to CDC staff in Kisumu, troubleshooting and resolving user problems with their workstations, Microsoft Office Applications, Internet access, file and print services, automated installation services, cable and telephone connectivity. The incumbent conducts basic user training on application user such as Microsoft office suite, Citrix and the Intranet as directed by the ICT Management. 

MAJOR DUTIES AND RESPONSIBILITIES   % OF TIME  
Operations – Provides day to day ICT technical support to CDC users on the Kisumu LAN including troubleshooting and resolving user problems with their workstations, Microsoft Office applications, Internet access, file and print services, software installation and upgrades, cable connections and telephone connectivity. Sets up newly received CDC computer equipment and installs software packages as per CDC SOPs (35%) 

Project Execution – Under guidance from the IT Advisor, Kisumu coordinates and executes designated project implementation tasks as assigned from time to time. Manages all the administrative requirements related to the assigned project tasks, coordinates meetings with the various programmatic teams involved in the project to ensure all requirements are adequately captured and ensure the timely completion of the project tasks. (35%) 

Analysis – Analyses common user problems on the LAN and recommends technical solutions and appropriate end user training to the ICT Management.  (10%) 

Training- Incumbent conducts basic user training on application use such as MS Office suite, Citrix, use of Key Fobs, mobile devices and the Intranet. (10%) 

Administration – Provides weekly, monthly and ad hoc reports of the work progress, resources used and schedules to the ICT Management as directed.    (10%)

Description 
This is a commissioned sales position responsible for technically evangelizing and winning the client, server and infrastructure architectures in focused accounts (key end users, system integrators or OEMs) by offering compelling and cohesive technical solutions based on Intel products and platforms. The primary engagement is at an early stage of an end-user project cycle or an OEM design cycle and supports the efforts of the direct or indirect sales team. This position builds relationships with key account executives and becomes their technology advisor through understanding their business and technical problems, and demonstrating how these can be solved through the use of Intel-based products and solutions. Additionally this position: leads the technical pre-sales phase engaging with the end customer or the OEM technical leaders to drive awareness and early adoption of new Intel technologies, platforms and products; provides training for the Technical Sales Force of fellow travelers in country organizations (MNCs, OEMs, ISVs, SIs etc.) on latest IA Technologies in order to scale our technical messaging; creates excitement and demonstrates the value of the new technology through technical conferences and presentations (including the press in some countries); and may be involved with collaborative project work for trials or proof of concepts. This position may also collaborate with technical academic, government, and/or partner audiences to address design challenges.

Qualifications 
The successful candidate will be responsible for articulating our technology vision across client (including smartphones and tablets as well as desktop and mobile clients) and server platforms at our customers ranging from retailers, MNCs, channel OEMs, distributors, enterprise and government end users including Telecom. Through time they will be viewed as a technical consultant for their accounts business needs. He or she will define with the account teams design and technology targets and will develop engagement strategies to influence their roadmap direction. 

  • Must have a recent (maximum 18 months after graduation) graduate B.Sc. or M.Sc. degree in Electronics or Computer Engineering from a reputable university, 
  • Fluent in English both in oral and written communication, 
  • Must be able to travel worldwide frequently, 
  • Ability to work in teams including people from various departments like marketing, sales, business development managers, market development managers, software specialists, 
  • Superior communication and presentation skills,

Computer Aid is looking for an Africa Programme Officer to further extend the number of beneficiaries to receive ICT from Computer Aid through outreach to promote the application of low-cost ICTs to education and social development.

Key performance indicators will be the number of new beneficiaries identified and served, as well as the total income from orders generated compared with the total of funds expended in that provision.

There will be no empirical performance indicators in the first three months of contract, during which time there will be scheduled induction. Thereafter the post-holder will aim to increase delivery as per set targets. Computer Aid already provides high levels of computers to the region.

Job Description:
ICF International is seeking a Chief of Party (CoP), Deputy Chief of Party (DCoP) and other climate change experts for an USAID Climate Change Adaptation program in East Africa.  Positions require at least 10 years of progressively responsible work in managing and implementing of climate change adaptation programs, including experience relative to food security, freshwater resources and biodiversity conservation. Positions include program management, technical implementation, project administration and operational responsibilities.

The CoP’s primary responsibilities include providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the contract. This individual will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments. The CoP will lead a team of technical experts and sub-contractors in designing, implementing and reporting on this program.
